Added "/getempty" method.

Syntax: "/getempty".
Answer: a minimal valid XML document.
Currently, the returned document is as follows:

  <?xml version="1.0"?>
  <!DOCTYPE empty [
    <!ELEMENT empty EMPTY>
  ]>
  <empty />
